  • Describe how stablecoins function as payment infrastructure, including issuance and redemption mechanics, the multi-chain environment, and the centralized controls available to issuers.
  • Identify the principal exploitation typologies: sanctions evasion and proliferation finance, industrial-scale fraud, money laundering as a service, ransomware, and payments-specific abuse vectors.
  • Recognize stablecoin-specific red flags and determine the earliest realistic interdiction point in a laundering chain.
  • Navigate the global regulatory framework, including the GENIUS Act rulemakings, the FinCEN/OFAC joint NPRM, MiCA and the FATF standards.
